UNIDO has developed a tailored approach with three key axes of support:
Market System Development (MSD)
The programme seeks to follow an MSD approach, aiming to stimulate changes in the market system
through identifying the root causes and then facilitation, rather than direct delivery of solutions, while
being pragmatic, adapting the approach based on what works to maximize results. To address the
root causes of prevailing constraints in the Liberian market context, the MSD approach adopted is
tailored to the thin and crises-affected nature of the context in Liberia, which could lead to dramatic,
rapid, and unpredicted changes. Also, to maximize results, the programme will include conducting
pilot interventions to foster innovations and catalyze behaviour changes through links with market
players in export destinations. Pilot results and lessons learnt would be built on to scale pilot and other
programme interventions in other areas in Liberia.
UNIDO pro-poor cluster development approach
UNIDO will deploy its pro-poor cluster development approach to achieve pro-poor gains, incorporate
disadvantaged groups into the economic mainstream, and foster their collaboration Clusters are
economic environments that are helpful in effectively tackling the problem of SMEs’ or cooperatives’
isolation. It will focus on confirmed market demand, and viable collective efficiencies and facilitate
networks or clusters linking producers and processors to markets. Clustering around joint actions
allows stakeholders to overcome common constraints and reap opportunities beyond reach.
